Rights created by the legislation are preferable to those created by the judiciary.?

This is the nationals 2011 topic for Public Forum. Was wondering if anyone could give it any thought and provides some help in making contentions for our cases. Any points that you can help us make are very helpful. just trying to get some last minute ideas. We leave tomorrow for Washington D.C.. Also we would like to have evidence for everything said. It is not required but is reccomended. Unofficially its kinda required so you can back up your statements. It looks good for the judge. Once again thank you for any help that can be provided.
