How would I go about getting something back that was stolen?

This is the situation. My friend abruptly decided to move out of the place where he was living. In doing so it angered his landlord who, unofficially, shut off his power supply to spite him (the complex is wired in a way where everyone's power is located in the same place). I let my friend borrow a lantern so that he would be able to pack and move at night. The landlord came when my friend wasn't there and (according to the neighbors) stole several items, including my lantern. He has so far refused to answer any calls. The lantern has sentimental value (it was a wedding gift for camping) and I would really like it back. Worst case scenario what are my options? Small claims court? Calling the police? On a side note the reason the landlord acted this way was because my friend failed to make the rent and the landlord was pissed about that, as well as losing a tenant. Will this affect the outcome in getting my property back?
